Contract Management as a Service

Service · Managed

Contract management you can audit.
Outcomes you can prove.

Govology's Contract Management as a Service is hands-on contract execution for Australian councils and aged care providers. We track milestones, monitor KPIs, manage insurances and bank guarantees, coordinate inspections, engage suppliers and maintain a live risk register — all on an auditable timeline you can take to council, board or regulator.

Most contracts aren't managed — they're filed.

Once a contract is signed, organisations rarely have the dedicated capacity to actively manage performance against it. Milestones drift. Bank guarantees expire unnoticed. KPI breaches go unactioned. By the time a problem surfaces, the leverage has gone.

01 / Visibility

No single source of truth

Contracts sit across SharePoint, email folders and filing cabinets. Nobody can answer 'what's our exposure?' in under a week.

02 / Capacity

Procurement teams are stretched

Procurement closes the deal and hands over. Contract managers inherit dozens of agreements with no time for active oversight.

03 / Risk

Insurances and guarantees lapse

Bank guarantees, certificates of currency, indemnities and warranty periods aren't tracked. Lapses are found in audits, not proactively.

04 / Accountability

Performance isn't measured

KPIs are written into contracts and forgotten. Suppliers underperform without consequence. Renewal decisions are made on hope, not evidence.

A managed function, not a software licence.

CMaaS isn't a tool you log into — it's an outcome. Govology's contract specialists run the function on your behalf, with all activity surfaced through reporting your team and stakeholders can rely on.

Active milestone tracking

Every contractual obligation, deliverable and review point loaded into a live calendar. Stakeholders alerted before — not after.

  • Deliverable-by-deliverable monitoring
  • Early-warning escalations
  • Dependency mapping across contracts

KPI oversight & performance

Contractual KPIs measured against actuals, with quarterly performance reviews and supplier conversations conducted on your behalf.

  • KPI dashboards by contract and supplier
  • Performance scorecards
  • Remediation plan tracking

Insurance & bank guarantee management

Currency certificates, professional indemnity, public liability, workers' compensation and bank guarantees all tracked, verified and renewed before expiry.

  • Expiry watchlist with auto-escalation
  • Coverage adequacy reviews
  • Bank guarantee custody & release

Inspections & site verification

Scheduled inspections coordinated against contract programme — works progress, defects liability, practical completion and final acceptance.

  • Inspection schedule and evidence file
  • Defects register
  • Sign-off documentation

Supplier engagement

Govology becomes the operational point of contact with your suppliers — running reviews, managing variations and resolving issues before they escalate.

  • Quarterly business reviews
  • Variation and claim management
  • Issue escalation pathways

Risk register & reporting

Every contract risk identified, scored and tracked. Monthly risk reporting suitable for council briefings, board papers or audit committees.

  • Live contract risk register
  • Stakeholder-ready reporting
  • Audit-trail evidence pack

Built for the two sectors we know best.

Govology operates exclusively in environments where contract performance is a public-trust issue — Australian local government and aged care. We bring sector context, not a generic playbook.

SECTOR · LOCAL GOVERNMENT

Australian councils

Roads, waste, parks and facilities, IT and professional services contracts. CMaaS aligns with council procurement frameworks, probity obligations and Local Government Act reporting requirements.

  • Capital works and asset maintenance contracts
  • Waste, recycling and resource recovery agreements
  • IT, telecoms and professional services panels
  • VendorPanel, Tenderlink and Local Buy alignment
  • Probity-grade audit trails for council and the OLG
SECTOR · AGED CARE & RETIREMENT LIVING

Care providers & operators

Clinical services, allied health, food, cleaning, facilities and capital development contracts. CMaaS reporting aligns with Aged Care Quality Standards and operator governance frameworks.

  • Clinical and allied health service agreements
  • Facilities, food, laundry and cleaning contracts
  • Retirement village development & D&C contracts
  • AlayaCare and care-system data integration
  • Quality Standards and board-ready reporting

Managed service or self-serve platform?

CMaaS and CLM solve different problems. Many of our clients use both — the CLM platform as system of record, CMaaS as the team that runs the function. Here's the honest comparison.

CMaaS is platform-agnostic. We connect to your finance, procurement, asset and care systems — building an integration layer on Microsoft Azure so reporting reflects live operational data.

Questions, answered.

How is CMaaS priced?

CMaaS is delivered on a fixed monthly subscription with a per-contract loading. Pricing reflects portfolio size, contract complexity and reporting cadence. We share an indicative quote within five business days of a discovery call and only proceed once scope and outcomes are agreed in writing.

Who owns the contract data?

You do — always. Contracts, registers and reporting artefacts are stored in your tenancy where possible, or in a Govology-managed Azure environment under a data processing agreement. On exit, all data is exported in standard formats and our access is revoked within five business days.

Does CMaaS replace our procurement team?

No. CMaaS picks up where procurement hands over — at contract execution. Procurement remains responsible for sourcing, market engagement and award. CMaaS manages the live contract from execution through to close-out.

Can we start with a subset of contracts?

Yes — and we recommend it. Most engagements start with the top decile of contracts by value or risk, prove the operating model, then expand the portfolio. This keeps onboarding fast and demonstrates value before scope grows.

How do you handle probity and conflict of interest?

Govology operates under a published probity protocol. We do not represent suppliers to our council or aged care clients, and all variations, claims and disputes are managed transparently with declared interests on every contract.

What does the exit look like if it doesn't work?

Engagements are 12-month terms with a 90-day exit clause. On exit, we provide a full handover pack — contract register, risk register, performance history, evidence files and operating procedures — so an internal team or successor provider can pick up without disruption.
