Programs that land.
Not just programs that report.
Govology runs the program management function for transformation programs in Australian councils and aged care providers. Governance, integrated planning, dependency management, benefits realisation and executive reporting — all on one auditable rhythm so executives see one true story and the work actually delivers.
Programs fail at the seams, not the work.
Most programs don't fail because the projects can't deliver. They fail because the seams between projects — dependencies, governance, benefits, change adoption — aren't held by anyone. The status looks green until the integration phase, then everything is red.
Status reports that hide reality
RAG ratings stay green until something blows up. Executives see polished slides, not the dependencies and decisions that need their attention now.
Benefits that never get measured
The business case promised $4M of savings. Eighteen months later, no one is tracking whether it landed. The benefits framework existed only on the approval slide.
Dependencies discovered too late
Project A needs Project B's data model, but the two PMs have never met. The seam is found in UAT, three weeks before go-live.
Change adoption as an afterthought
The system goes live on time, on budget — and nobody uses it. The benefits case quietly evaporates because the operating model never changed.
Five phases. One rhythm.
Governance, planning, delivery oversight, benefits and close-out — each phase has clear entry and exit gates, defined artefacts and an honest reporting cadence the executive can rely on.
The disciplines that hold programs together.
We don't run a methodology — we run programs. These are the disciplines that earn their place in every engagement, applied at the right depth for your context.
Program governance design
Steering committees, working groups, decision authorities and escalation paths designed for your organisation's reality — not a textbook diagram.
Integrated program plan
One plan across all projects and operational change. Dependencies, milestones, critical path and resource conflicts visible at the program level, updated weekly.
PMO stand-up & operation
Templates, cadence, tooling and reporting calibrated to your governance model. We run it for you, or we set it up and hand it over.
Benefits realisation
Benefits map at inception, baselined data sources, tracking through delivery, evidence of realisation in operations. Executive dashboard shows planned vs realised in real time.
Risk & dependency management
Live RAID log integrated with the plan. Cross-project dependencies tracked explicitly, with named owners and review cadence. Risks scored, mitigated and reported up.
Executive reporting
Reporting designed for the executive's actual decisions. Honest RAG, leading indicators, decisions needed this week — not status theatre.
Change & adoption
Operating model design, role transitions, training, communications and adoption measurement — the work that makes the system actually used after go-live.
Program recovery
Rapid health check on at-risk programs. Reset plan agreed with the sponsor. Transition to active program management — typically inside two weeks.
Credentialed across every methodology you'd expect.
Our practitioners are credentialed in the major methodologies and frameworks. We don't impose one — we apply the right governance shape for the program, the organisation's maturity and the regulatory environment.
Methodology is a tool. The discipline is universal.
- PRINCE2 & PRINCE2 AgileGate-based governance for programs with strong audit and assurance requirements.
- MSP — Managing Successful ProgrammesThe standard for outcome-led, benefits-driven programs in the public sector.
- PMBoK / PMIProcess-rich governance suited to capital and infrastructure programs.
- P3O — Portfolio, Programme & Project OfficesFor PMO design and operating model.
- SAFe & Scaled AgileFor digital programs delivering through agile teams at scale.
- Hybrid modelsMost real programs are hybrid. We design the right blend, not the dogma.
Built for the programs you actually run.
Govology focuses on Australian local government and aged care — sectors where program success depends as much on regulatory and stakeholder context as on delivery discipline.
Australian local government
From single-system implementations to multi-year transformation programs, we run the program function for councils end-to-end.
- ERP and core platform replacement programs
- Digital transformation and customer service modernisation
- Asset management and AMP-aligned reform programs
- Council amalgamation and shared-services programs
- Smart city and IoT rollouts at multi-precinct scale
Aged care & retirement living
Programs in aged care must navigate ongoing reform — AN-ACC, the Aged Care Act, Quality Standards — alongside technology change.
- Clinical and care platform migrations (AlayaCare and others)
- AN-ACC and funding reform readiness programs
- Quality Standards and governance uplift programs
- Mergers, acquisitions and integration programs
- Retirement living development and operating-model programs
Fluent in your existing stack.
We work in the tools you've already invested in. No mandatory PMO platform. No bespoke methodology vehicle.
Questions, answered.
What's the difference between project and program management?
A project delivers a defined output. A program coordinates multiple related projects and operational change to deliver a shared outcome and measurable benefit. Programs need governance, integrated planning, dependency management and benefits tracking — not just project execution. Govology operates at the program level.
Which methodologies do you work in?
Our practitioners are credentialed across PRINCE2, MSP (Managing Successful Programmes), PMBoK, P3O and SAFe. We don't impose a methodology — we apply the right governance shape for the program, the organisation's maturity and the regulatory environment.
Do you set up the PMO or fit into ours?
Either. We can stand up a PMO from scratch (templates, cadence, tooling, reporting) or operate inside an existing PMO as program manager, integration lead or benefits lead. The choice depends on what's already in place and where the gap is.
How is benefits realisation actually measured?
We define a benefits map at program inception — outcomes, measurable benefits, and the data sources that will evidence them. Benefits are tracked through delivery and into the operational period, with executive dashboards showing planned vs realised. The data sources are baselined before the program starts so the comparison is real.
Can you take an at-risk program over mid-flight?
Yes. We frequently take over programs that have lost direction — typically with a rapid health check (2 weeks), a reset plan with the sponsor, and a transition to active program management. The first move is usually fixing the governance and reporting so the executive can actually see what's happening.
